[laughter] our ideas work, their ideas don't. the last four years our economy has grown 1.5% a year. that is less than half the historical average. for 70 years has averaged 3.3% growth a year. and this president is fond of saying he inherited the worst economy in the history of the universe. and everything, by the way, is george w. bush's fault. he doesn't have much historical memory when he makes that argument. any of you all remember 1978, 1979? double-digit unemployment, 22% interest rates gas lines, stagflation in 1888 different president. ronald reagan inherited a struggling economy. and reagan implemented policies 180 degrees opposite those of obama. incentive jacking up taxes, he slashed taxes. instead of exploding spending on the debt, he restrain the growth of spending and instead of unleashing the the regulators, by the

i thought ronald reagan had a fairly successful second term and bill clinton's was marred by his own personal issues. second trerms difficult. w. had a difficult time. one of the things i think they underestimate at the white house and the treasury is the idea of doing tax reform. when you both were probably in preschool, i was covering the '85, '86, tax reform act, and to call it heavy lifting is an understatement. it took a savvy, smart treasury secretary, jim baker, working with capitol hill and a supportive president, and democrats and republicans. i don't see any of those ingredients today to do tax reform in 2013, 2014. >> especially if the president is going to have a new treasury secretary. itim geithner, this has sort of been his-- tim geithner wanted to be behind tax reform, wanted to be the force behind corporate tax reform. that might speak to tim geithner staying on a little long fer they think they can get something done in the first six months. >> why is anything different now? why is anything different in the second term? >> good point. >> i'll turn the hosting to you

something bill clinton and newt gingrich did in the mid-90s. shannon: are you against closing loop holes? >> i'm in favor of new revenues through economic growth. if you grow the economy at 4% a year, that 4% a year over 2% a year over a decade raises $5 trillion in more revenue. not a tax increase. but revenue through growth. why would you raise taxes when you could debt $5 trillion by cutting marginal tax rates and getting rid of some of the overregulation that obama is threatening the economy with and having more economic growth and more people pat work? that's the better way to raise revenue. it's disingenuous to say both parties have failed. the republicans in the house passed the ryan plan which fundamentally reformed entitlements. it needs the senate and the president to go along with it. but the republicans passed a real budget in writing in legislative form not some essay about what they think might be done which is all the president has done. shannon: paul ryan did win his house seat so he will be back there with the budget committee.

so in that sense hillary clinton certainly fit the bill for the job, and they're hoping that susan rice would fit the bill for the job. keep in mind these five interviews she did on the morning shows were essentially a tryout for her. she was trying to prove herself to the president, and in that sense, as you were saying earlier, she sort of stuck to the talking points. and i know it's unfair to get pilloried for sticking to the talking point, but do you want someone who will think for themselves or do you want someone -- she was trying to show she would be a good soldier and do what you wanted her to do, and she did that and that got her into a lot of trouble. if she thought perhaps a little more independently, questioned the talking points, read the intelligence herself, she might have answered these questions differently or spoken differently on the shows. >> richard, you disagree. you say she would be an autonomous member of the cabinet, she would be a separate principal with her own stature, would not be someone who would do something that tom donnelly would send over the notes and

this administration has learned from the experience of bill clinton who spent the last year of his presidency trying to arrange a deal, that, you know, it's a long shot and it's a bit of a crap shoot. you have now palestine, the state that we think will be one day palestine, divided into two basically warring halves. the west bank under the moderate leadership of abbas and gaza under hamas. it's hard to blame the obama administration on one hand for disengaging from the problem because there's no chance of near term success. on the other hand, you're exactly -- now because of where we are, hillary clinton has to run from her asia pivot, literally from asia back to the middle east just to kind of patch this together temporarily. >> and let's talk about hamas. the u.s. has no relationship with hamas, neither do our european partners, the so-called quartet. hamas is often confused because of its iranian background and sponsorship of hezbollah. talk about the two terrorist groups and the differences. >> sure. hezbollah, based principally in lebanon, backed by the syrian regime and also by iran, h
